Short answer: Almost every Indian government tender asks for the same core set of documents: statutory registrations (PAN, GST, Udyam), financial proof (ITR, audited statements, a CA turnover certificate), experience proof (work orders and completion certificates), quality and sector certificates (ISO, licences), authority documents (power of attorney, board resolution), declarations and affidavits, EMD proof or exemption, a technical compliance statement and the price bid. Build the set once, keep it current, and every bid becomes a matter of assembling rather than hunting.
Why does a document checklist matter so much?
In a two-cover tender, the technical cover is evaluated before anyone looks at your price. A missing or expired document in that cover means rejection, however good your offer. Buyers rarely allow you to add documents after the deadline. So the checklist is not admin work; it is the difference between competing and not competing. Every tender publishes its own list, which is final. This table covers what appears in most Indian government tenders and what to watch for.

How should I organise the documents?
- One master folder per document type, with a subfolder for each financial year where it applies.
- File names that say what they are:
ISO-9001-valid-to-2027-08.pdfbeatsscan0014.pdf. - A single index sheet with document name, issuing authority, issue date, expiry date and where the original is kept.
- Scans that are legible, in colour where seals matter, under the portal's file-size limit. Most portals accept PDF only; check the tender.
- A per-tender folder where you copy the required files and rename them the way the tender or portal expects.
What about validity and expiry?
Expired documents are the silent killer of first bids. Track these dates in your index:
- DSC: valid one to three years. Renew a month early; issuance takes time.
- ISO certificates: three-year cycle with annual surveillance audits; the certificate can be suspended if an audit is missed.
- Udyam: no expiry, but classification changes when your turnover or investment crosses a threshold, and the certificate should reflect the current category.
- Solvency and bank certificates: many tenders accept only certificates issued within the last three to six months.
- Financial statements: each new financial year shifts the "last three years" window. Update ITR, audited statements and the CA certificate every year after the audit.
- Licences and registrations: electrical licences, PWD registrations and drug licences carry renewal dates.
- Power of attorney: valid until revoked, but must name the current signatory.
How do I prepare the technical compliance statement and price bid?
The technical compliance statement is a table of every specification clause with your response. Write "Complied" only where a document or datasheet proves it, and reference that document. The price bid is usually the buyer's BOQ (Bill of Quantities) in Excel with locked cells. Fill only the rate cells, do not rename or restructure the file, and follow the GST instruction exactly (rates inclusive or exclusive of GST). See BOQ pricing for government tenders.

- Every document on the tender's list is present, in the required format, and within validity.
- Names, addresses and PAN/GST numbers match across all documents.
- All affidavits and declarations are in the tender's format, on the right stamp paper, notarised where required.
- EMD or exemption proof is attached and matches the tender's amount and form.
- Every page of the tender and all corrigenda is signed and stamped.
- The price appears only in the financial cover.
- Files are named as the portal expects and are within size limits.
- The DSC token works on the computer you will submit from.
