Short answer: As of September 2026, the main AI tender tools for Indian bidders are ContraVault, Minaions, Bid India, Arched and Grovia Tender. All of them read tender documents and check eligibility in some form; they differ on whether they draft proposals, whether they start from your company's own verified documents, whether they publish prices, and whether a human stays in control of pricing and submission. Grovia Tender is the only one of the five that publishes full pricing, covers the whole chain from Company DNA to bid package and learning, and enforces in code that it never submits, signs or prices on its own.
How we compared them
Every competitor fact below comes from the vendor's own website or documentation, checked on 11 September 2026, and is phrased as "according to their website". Where a vendor does not publish a price or a feature, we say so rather than guess. We have not used review quotes, and we have not assessed reliability, which you should test yourself with a free trial or demo.
Two kinds of tool exist in India. Tender listing services (BidAssist, TenderTiger, TendersInfo, TenderDetail, Tender247, Tenderbook) have crawled portals for 15 to 25 years and sell alerts and documents. AI bid tools (the five here) are one to three years old and focus on reading, checking and drafting. This article covers the second group; for the first, see BidAssist alternatives.
The five tools, one by one
ContraVault AI
According to its website (September 2026), ContraVault shortlists tenders against a firm profile, offers a Go/No-Go analyser, an RFP synopsis, an AI RiskFinder for clause risks, forms extraction and a proposal-writing suite built on a firm knowledge base. SSO and audit features are on the Enterprise tier. Pricing is Starter, Professional and Enterprise with prices on request, and there is no free tier. It is the closest to Grovia Tender on analysis and drafting. Full comparison: ContraVault vs Grovia Tender.
Minaions
According to its documentation (September 2026), Minaions offers free tender search, scans GeM and CPPP, accepts uploads, supports multiple company profiles, and provides eligibility checks with gaps and compliance risks, proposal and financial-proposal templates and bid assembly. The free tier includes 10 eligibility checks a month; analysis and document generation are pay-as-you-go credits with no refunds, and credit prices are not published. Full comparison: Minaions vs Grovia Tender.
Bid India
According to its website (September 2026), Bid India combines discovery across GeM, CPPP, IREPS and 60 or more portals with document intelligence: structured extraction of requirements, penalty clauses and competitive intelligence, matched to a company profile. It does not list proposal drafting, a document checklist or bid assembly, and it does not publish prices.
Arched
According to its product page (September 2026), Arched covers 500 or more portals, maps a company's credentials to tender requirements, runs gap analysis, identifies strategic pursuits, tracks win rates and provides a team dashboard. Pricing is custom, on request. It presents as an enterprise-style tool for established bid teams.
Grovia Tender
Grovia Tender is an AI Bid Operating System built by Webzworld for Indian businesses, and specifically for people with no tendering experience. It starts from Company DNA (industry, states, financials, certifications, projects, people, capabilities, read from the documents you upload), then for every tender produces eligibility with evidence per criterion, a fit score, Bid Potential and Go/No-Go with reasons, a risk register, corrigendum diffs with score refresh, an AI-drafted proposal in which every claim is traceable to your documents, an auto-filled document checklist, BOQ pricing that waits for your approval, a bid package with portal checklist, and bid learning after the result. Pricing is published: Free ₹0, Pro ₹3,999/month, Business ₹14,999/month, Enterprise custom, pay-per-bid from ₹1,999; GST extra. See Features and Pricing.

What separates the tools in practice?
Does the tool start from the tender or from your company?
Most AI tools take a tender and analyse it. Grovia Tender takes your company and judges every tender against it, which is why a change in Company DNA (a new ISO certificate, a completed project) re-scores everything immediately. ContraVault's firm knowledge base and Arched's credentials mapping move in this direction; Minaions' multi-company profiles serve consultants.
Is eligibility a verdict or evidence?
An eligibility check that says "eligible" is only as good as the facts behind it. Grovia Tender's rule is that every criterion shows PASS, FAIL or NEEDS REVIEW and the document that proves it; an AI output that claims PASS without evidence is downgraded by a validator and never stored as fact. Read tender eligibility criteria explained for why this matters on a real bid.
How far does the tool go?
Bid India and Arched stop at analysis. ContraVault and Minaions add drafting. Grovia Tender adds the checklist, BOQ pricing, the package, the portal checklist and learning, and treats a user-uploaded tender identically to one from a feed.
Who stays in control?
Only Grovia Tender states, and enforces in code, that no code path submits, signs or approves pricing; the bid package builds only after your approval. The other vendors do not state a policy on their websites as of September 2026, which is not a criticism, but it is a question worth asking before you trust a tool with a live deadline.
What does it cost, and can you find out?
Grovia Tender publishes its price list. Minaions publishes a free tier but not credit prices. ContraVault publishes tier names, not prices. Bid India and Arched publish nothing. Published pricing matters most to MSMEs who cannot spend a week on a sales cycle.
What none of these tools replace
None of the five is a listing service with twenty years of crawler history. Grovia Tender's portal reader indexes public notice pages of CPPP and state e-procurement portals with an identified user agent, honours robots.txt and never logs in or downloads documents (see the portal reader policy). Tender documents reach it by upload, forwarded alert emails or a data vendor you subscribe to. If discovery depth is your priority, keep a listing subscription and pair it with an AI tool.
Which should you pick?
- Established bid team wanting analysis and a proposal suite: ContraVault or Arched; request pricing.
- Consultant managing several companies on a small budget: Minaions' free search and credits, or Grovia Tender Business with multi-organisation support and team roles.
- Discovery-heavy buyer: Bid India, alongside a listing subscription.
- MSME or first-time bidder who wants the whole chain, published prices and a guarantee of human control: Grovia Tender.
