This model does real work for a real need. If you have a tender in hand and simply want it uploaded correctly before the deadline, a submission service takes that off your desk.
Where does the per-submission model run out?
Three places, in our experience with first-time bidders:
- It starts too late. The service kicks in after you have decided to bid. The hard questions come earlier: Is this tender relevant to us? Are we actually eligible? Is the EMD, liquidated damages and performance bank guarantee exposure acceptable? A submission service is not built to answer those.
- Nothing accumulates. Ten submissions later, your company has ten uploaded bids and no reusable knowledge. The next tender starts from zero again.
- Cost scales with volume, not with value. Per-tender pricing is easy to understand, but a company bidding five tenders a month is paying for the same manual steps every time, whether or not the bid was worth pursuing.

What Grovia Tender does not do
Fairness cuts both ways. Grovia Tender is not a listing service. Its portal reader gives you notices from public CPPP and state e-procurement pages, with a link back to the portal; it never logs in, never solves CAPTCHAs and never downloads documents on your behalf (see the portal reader policy). The tender package itself reaches the system when you upload it, forward the alert email you already receive, or connect a data vendor subscription.
