Short answer: TenderDetail is a tender search and alert service with simple annual plans, ₹2,999 for one or two states up to ₹18,880 for domestic plus global, inclusive of GST according to its subscription page (September 2026). Grovia Tender by Webzworld is an AI Bid Operating System from ₹3,999 a month that checks whether your MSME is eligible, tells you whether to bid and drafts the bid from your own documents, without ever submitting it. For an MSME that only needs notices, TenderDetail is cheaper; for one that needs to decide and prepare, Grovia Tender does the work.
First, the plain-English version of what each one is
Think of tendering as three jobs: find the tender, decide whether to bid, and prepare the bid.
TenderDetail does the first job. According to its website (September 2026), it covers all Indian states, with global tenders on its Premium plan, sends alerts, provides corrigendum notifications and delivers documents. Bid preparation is offered as a consultancy service.
Grovia Tender does the second and third jobs, and part of the first. You describe your company once (what you make or do, where you can work, turnover, certificates, past projects), upload your documents, and from then on every tender is judged against your company. You get eligibility with evidence, a Go/No-Go with reasons, a drafted proposal, a filled document checklist, priced BOQ for your approval and a final package with a portal checklist. It is built so that a person who has never seen a tender can run one.
What does TenderDetail cost?
According to their subscription page (September 2026), inclusive of GST per the vendor:
- Basic: ₹2,999 per year, one or two states
- All India: ₹7,080 per year
- Premium: ₹18,880 per year, domestic plus global
That is roughly ₹250 to ₹1,575 a month, and it includes the tender documents. For an MSME working in one or two states, the Basic plan is inexpensive and clearly scoped.
What does Grovia Tender cost?
- Free: ₹0. Company DNA, 1 GB vault, limited discovery, one user.
- Pro: ₹3,999 per month. Unlimited discovery, eligibility and Go/No-Go, bid workspace, AI drafting, five bids a month, three users.
- Business: ₹14,999 per month. 25 bids, team roles, analytics and bid learning, ten users.
- Enterprise: custom annual agreement.
- Pay-per-bid: from ₹1,999 per bid, including on the Free plan for a single bid.
GST is extra. A "bid" is counted only when you open a bid workspace; eligibility checks and Go/No-Go recommendations do not use your allowance. Details on the pricing page.
The honest framing: Grovia Tender is not a cheaper TenderDetail. Compare it with what a bid consultant or a part-time tendering person would cost you per bid.

What TenderDetail does better
- Documents, included. You get the package. Grovia Tender's reader never logs in, never solves CAPTCHAs and never downloads through a portal; you bring the package yourself.
- Simple annual pricing with GST included, easy to budget for a small business.
- Global coverage on one plan, if you export or bid on multilateral work.
- A mature, broad index built over many years. Our reader covers CPPP and state GePNIC portals at notice level.
What Grovia Tender does better
- It knows your company. Change your turnover or add an ISO certificate and every open tender re-scores instantly.
- Evidence, not opinion. "You are eligible because your average turnover is ₹18.3 Cr and this tender asks for ₹15 Cr" beats a clause you have to interpret at midnight.
- Drafting from your own facts. The proposal is written from your certificates and work orders, and gaps become three short questions rather than a blank Word file.
- Guard rails in code. No code path submits, signs or approves pricing; the package builds only after you approve the bid. Read the security page.
- MSME-aware. Udyam, MSE exemptions and preferences appear in eligibility where the tender allows them. Our guide to MSME benefits in government tenders explains what to claim.
A worked example
A steel fabricator in Pune with ₹20 Cr turnover, ISO 9001 and 100 employees uploads a ₹5 Cr warehouse fabrication tender. Within about a minute: Eligibility 94%, with turnover, experience and ISO criteria each pointing to the proving certificate. Bid Potential 86 out of 100, recommendation BID, risk Medium because of a 10% performance bank guarantee. The proposal is drafted, 15 of 18 required documents are found automatically, and three items need the team's input. The team approves the BOQ, reviews the package, submits on the portal and records the result.
With an alert service alone, that same tender is a PDF in an inbox and a weekend of reading. If you are new to this, our first-time GeM bidding guide and eligibility criteria explained are good places to start.
How to decide
- You know tendering and just need notices for your state: TenderDetail Basic is hard to beat on price.
- You are an MSME with no tendering staff and keep asking "can we even apply?": Grovia Tender, starting on the Free plan with one pay-per-bid if you want to test it on a real tender.
- You want both: keep TenderDetail for alerts, forward the emails to your Grovia inbox, and let Grovia Tender check, decide and draft. Neither tool submits for you; you stay in control.
