Short answer: Indian government tenders are published on official portals: the Central Public Procurement Portal (CPPP) for central ministries and CPSUs, GeM for goods and common services, IREPS for Indian Railways, and each state's e-procurement portal for state departments and municipal bodies. Those are also where you bid. Private alert services combine many portals into one search and e-mail you matches, usually for a subscription. AI tender tools sit one step later: they read a tender against your company and help you decide and prepare. A first-time bidder typically uses all three kinds.
1. The official e-tender portals (where tenders are published and bids are submitted)
| Portal | Who publishes there | What you need to bid |
|---|---|---|
| CPPP — eprocure.gov.in | Central ministries, departments, CPSUs and many autonomous bodies | Bidder registration, Class 3 Digital Signature Certificate (DSC) |
| GeM — gem.gov.in | Central and state buyers for goods and common services | Seller registration with PAN, GST, Udyam (for MSE benefits) |
| IREPS — ireps.gov.in | Indian Railways zones and units, for supply and works | Vendor registration and DSC; RDSO approval for many items |
| State e-procurement portals | State departments, PWDs, municipal corporations, state PSUs | Registration on that state's portal, DSC |
| Department and PSU sites | Some PSUs and defence units also run their own e-procurement portals | Registration on that portal |
These e-tendering portals are free to search. Their weakness is fragmentation: a contractor working in three states and with two PSUs may need to watch half a dozen portals every day. Our guides to CPPP step by step and GeM for first-timers cover registration and submission on the two largest.
2. Tender alert services (one search across many portals)
Private services such as Tender247, TenderTiger, BidAssist, TendersInfo and TenderDetail collect notices from many portals into one searchable list and e-mail you the ones that match your keywords. They save the daily portal round. Things to check before you subscribe:
- Coverage: which states, PSUs and portals, and how quickly a new notice appears.
- Documents: whether you get the full tender documents or only the notice, with a link back to the portal.
- Matching: keyword alerts are noisy; ask whether they filter by value, location and your eligibility.
- Price: most are annual subscriptions; ask for the current price and what the free trial includes.
Our fair, sourced comparisons cover several of them: BidAssist alternatives, Tender247 alternatives and TendersInfo alternatives.
3. AI tender tools (deciding and preparing)
Finding a tender is the start. The hard part for a small company is the next step: reading a 200-page document, working out whether you qualify, and preparing the bid. AI tender tools read the tender for you. The main differences between them are whether eligibility is shown with evidence, whether they tell you what is missing, whether they draft from your own documents, and whether a person stays in control of submission and pricing. Our comparison of five AI tender tools sets them side by side from each vendor's own pages.
Where Grovia Tender fits
Grovia Tender is not another listing site. It reads public notices openly, plus the tenders you upload or forward from GeM and portal alerts, and for each one:
- checks every eligibility condition against your Company DNA, showing the document that proves it;
- says bid, review or skip, with the reasons in plain English;
- lists, across all your open tenders, the missing proofs that hold you back, the one that opens the most tenders first (Get bid-ready);
- shows how similar contracts went (how many bidders, how close the winner was) from published bid results;
- drafts the response from your own documents and builds the submission pack.
You still price and submit on the official portal yourself. Grovia never submits, signs or sets a price.
A sensible setup for a first-time bidder
- Register on the portals your buyers use, at least CPPP and GeM, and your home state's portal. Get a Class 3 DSC.
- Get the notices in one place, through an alert service, GeM alert e-mails, or a tool that reads public notices.
- Judge each tender before spending time on it: eligibility, missing proofs, risk and competition.
- Prepare and submit on the official portal, well before the deadline, and record the result so the next bid is better.
Start free with Grovia Tender to see which open tenders you already qualify for, and what to add for the rest.
